Events are simply places in the code where custom plugin code will be called. There is a wiki on the plug-in functionality

That is currently not available, you would need a plugin for that ( not sure if one already exists). There is an event available within the project script.

Yes, that value is stored in the bug_note_table in the field date_submitted, in addition the date of the last change to the note is stored in the same table in the field last_modified. You are right that this is a risk. However most people do not want the new version to be in another place, they want it to be in the same place. If you simply copy config_inc.php into a new installation, any defined paths in that file will lead to issues in the new installation. So i would be in fav...

This looks like some of the tables have a different collation than the the database itself. What you could do is ( after making a backup of the DB), is to ensure that DB and all tables have the same collision. Changes you could make via phpMyAdmin or any other tool such as Heidi. you can try to declare the events in config_inc.php but you would still need to adjust the core file to insert it @ the right place.
